Rules

Introduction
When you open AdmiralBet and place a bet or join a game, nothing happens “by chance” in the background. In UK, gambling is not improvised. Everything is under the control of a state body, the ADM (Agenzia delle Dogane e dei Monopoli). This body controls the entire gambling market.
What does this mean for you? It means that AdmiralBet cannot make its own rules. Each operator is obliged to comply with the official documents and rules issued by the ADM.
And why should you care? Because these documents are a kind of guarantee. They explain how the odds are calculated, when a bet is returned, how the accounts should be processed, and even what happens in the event of a technical failure. So your game does not depend only on the goodwill of the operator. It is subject to the rules approved by the state (and this in itself gives you more peace of mind).
To put it simply: there is a whole list of regulations and rules, and each type of game has its own. We will go through them step by step, starting with the one most people are familiar with – sports betting.
Sports Betting
Sports betting in Italy is governed by a specific set of rules. The main one is the D.M. of 1 March 2006 No. 111. This decree defines how fixed odds bets on sporting events and, in some cases, non-sporting events work.
For players, this has very practical implications. For example, there is a minimum bet amount (below which the system will not accept your ticket). There are rules governing what to do in the event of a match being cancelled or postponed. There are also instructions on when a bet should be declared void (for example, if the official result is not recognised).
And here is the key point: AdmiralBet cannot simply “change the rule on the fly”. If ADM demands a refund for a cancelled match, the money is returned to you. The operator has no choice – the decree obliges them to do so.
In addition to this regulation, there are smaller rules (for example, about the minimum price of tickets or about extending the time for betting). But the idea is always the same: all operators must follow the same rules so that no one can gain an unfair advantage.
Horse Racing Betting
Horse racing in Italy has a long tradition, so it also has its own rules. You will see names like “Vincente e Accoppiata”, “Nuova Tris Nazionale”, “Quarte’ Nazionale” and “Quinte’ Nazionale”. Each of these is explained in the ADM rules.
For the player, this means clear procedures. Let’s say you bet on a horse, but that horse withdraws before the race starts. What happens? There is a conversion table and a fixed process for refunding or recalculating. The operator does not make a decision on the spot – the ADM has already made a decision for everyone.
Let’s take the popular “Tris” formula (guessing the first three horses in exact order). There are strict technical rules: how to calculate the payouts, what to do if two horses tie, and how the prize pool is distributed. The same applies to the more complex Quarters and Quints.
This may seem detailed, but in practice it protects you. Even in unusual situations, the site will not make arbitrary decisions. The result will comply with uniform national rules for everyone.
Games of Skill
Not all games on AdmiralBet are based solely on luck. Those ones which are based on skill in Italy belong to a special category. The main legal document here is the decree of September 17, 2007, it sets the rules for games of skill.
What does this mean in practice? Games such as online poker, card games and some tournaments are not considered pure gambling. They have their own rules:
- They must be structured in such a way that skill plays a real role;
- They should be transparent (for example, the tournament rules should be clear before you join);
- They are subject to special tax and reporting requirements.
The main thing for players is that skill-based games are treated as a separate world. You know in advance whether you are playing in a tournament or a cash game. You also know that bonuses, rake structure and payouts are regulated. This means that the same standards apply to all operators, including AdmiralBet.
So, if you like poker or card tournaments, the comfort here is simple: you are not in a “grey area”. You are within the framework, tested and approved by ADM.
Bingo and Lotteries
Bingo and instant lotteries may seem easy and carefree, but in fact they are also strictly regulated.
Bingo (especially online bingo) has been regulated by special decrees since 2007, which were updated in 2009 and 2011. These decrees state the following:
- The numbers must be generated and managed by a central certified system;
- The payout levels are fixed and must be respected;
- Operators are required to guarantee the transparency of prize distribution.
In short, even in such a popular game as bingo, there is no room for improvisation.
Lotteries, especially online instant lotteries, have been tested and regulated by their own technical rules. The goal was to establish standards for the construction of the game (graphics, time, prize structure) and the organization of participation.
What this means for the player is that when you buy a bingo card or play an online lottery, the same rules apply to all licensed operators. The price, the maximum possible payout and how the results are determined are all set by the ADM, not the site itself.
KYC and AML
This point may seem uninteresting, but it is very important. In Italy, gambling companies are required to comply with Decree 231/2007, which sets strict rules against money laundering. AdmiralBet, like any licensed site, cannot bypass this requirement.
What does this mean for you as a player? First of all, you need to verify your identity. When opening an account, you will be asked to show an ID (to prove age and identity, and sometimes address). Without this step, you simply will not be able to play for real money.
In addition, your account is monitored. Deposits and withdrawals are not just numbers moving across the screen, they are monitored. If something seems strange (for example, many fast deposits in a row or a very large withdrawal), the system can freeze your account until it is checked.
Yes, this may seem strict. Nobody likes to wait for documents to be checked. But the point is not to bother you, but to ensure the security of the platform and to make sure that no one uses it for criminal purposes. And in the long run, it also protects you.
So when AdmiralBet asks you to upload an ID or double-check your details, do not take it as a whim. This is the law. And it applies to all Italian operators, not just our country.
Concessions and Player Contract
Each operator in Italy operates under a so-called concession. This is a license from ADM that gives the company the right to offer games. Without this license, no site can operate legally. AdmiralBet has such a contract, which is why you see its name on the official list of licensed operators.
For you as a player, this is directly related to the player contract (contratto di conto di gioco in Italian). Before you can deposit or play, you need to agree to the terms of this contract. It outlines the basics: how to open your account, how to deposit and withdraw funds, your limits, and how to be notified of updates.
This is not a document drawn up by the company alone that you can accept or reject. ADM provides a model, and all operators must adhere to it. This means that whether you sign up with AdmiralBet or another licensed site, the basics remain the same. (Only the branding changes, not the rules.)
So by clicking “Accept” on these terms, you are not getting caught up. You are entering into a framework already approved by ADM.
Responsible Gaming
Responsible gaming is taken seriously in Italy, and AdmiralBet is required to clearly demonstrate this. That’s why you’ll see responsible gaming messages, links to self-exclusion tools, and risk reminders.
There are two important laws behind this: the Balduzzi Decree of 2012 and the Dignity Decree of 2018. The former introduced mandatory warnings and restrictions, while the latter went even further and almost completely banned gambling advertising.
What does this mean for you on the site?
- You see clear reminders about responsible gaming;
- You can set deposit limits, time limits, or even block yourself if necessary;
- You won’t find flashy advertising campaigns promising easy wins (as this is prohibited by law).
Transparency is another key factor. Games must indicate their return to player (RTP) percentage or payout percentage. The odds should be clearly stated. The operator should make sure that you always know what you are betting on, how much and with what possible outcome.
So next time you see these reminders and restrictions, don’t take them as decoration. They are part of the law and exist to give you real control over your game.
Consumer Rights
As for your rights as a player, the ADM rules are related to consumer protection.
Firstly, you have the right to access accurate information. This means that you must know the odds, RTP, minimum and maximum bets and the rules of the game before you start playing. If the rules change, this must be announced.
Secondly, you have the right to lodge a complaint. If you think something has gone wrong – for example, a payout was made incorrectly – you can contact customer support. AdmiralBet is obliged to provide ways to contact customer support, but there are also external channels: ADM itself and, in some cases, consumer dispute resolution (ADR) organizations.
Thirdly, you have the right to a level playing field. Each concessionaire is obliged to apply the same ADM rules. This means that you are not dependent on the “internal policy” of each operator. You are subject to a national system.
In other words, your rights are not limited to the site’s customer support service. They are protected by law. And this is the most reliable guarantee you can get when playing online.
